Today, the enemies of the Islamic Republic of Iran are trying to carry out their hostile actions by using new and complex methods of combined warfare. The need to pay attention to and apply the principles and fundamentals of passive defense in all plans and centers, especially military centers, is not hidden from anyone. Identifying the strengths and weaknesses, threats and opportunities of a collection is one of the most important components of its growth and development. Universities and military centers are no exception. In the current research, we seek to examine and evaluate the physical components of a military university and provide practical strategies with a combined warfare approach. The research method is such that after the questionnaire was prepared and completed by a group of elites in the field of passive defense, various intra-organizational and extra-organizational components were analyzed using the SWOT model. This method is a short and useful analytical model that identifies each of the strengths and weaknesses, opportunities and threats in a military form and reflects the appropriate strategies for the current situation of the organization. With the evaluation of the internal and external factors of the University, 12 effective and feasible strategies were formulated to ensure the continuity and coherence of the activities and progress of the organization (positive), and also to avoid being surprised in the enemy's combined war (negative). Finally, in order to priorities the strategies developed, the priority of each strategy was determined using the QSPM quantitative planning matrix.
