Human resources are the most important factor in armed forces. Responsible, religious and skillful human resources can compensate the shortage of weapons and military equipment, whereas the shortage of human resources can not be compensated by these factors. One of the crimes in armed forces is the escape from military service. It is so important that legislator has established different punishments according to time (war and peace) and place (front, confronting with sabotage, the opposed, armed smugglers and the insurgents).
It is evident that the punishment is more severe in war time than in peace time. The punishment is also more severe for cadres than soldiers. Legislator has predicted even more severe punishments for those who escape with weapons.
