بررسی عملیات روانی آمریکا در جنگ سوم

چکیده

      تاثیرگذاری بر افکار عمومی ، ابزار اصلی حاکمان کشورها در روابط بین الملل است . مخاطبان عملیات روانی ، آحاد مردم و نیروهای نظامی هستند. امروزه هزینه ها و فعالیت ها در این زمینه به مراتب پیچیده‌تر از گذشته شده است. هدف آمریکا در جنگ سوم خلیج فارس ، کسب پیروزی سریع و قاطع در کمترین زمان بود.رهبران آمریکا برای تامین هدف خود، از عملیات روانی گسترده ای برای از هم پاشیدن شیرازه‌ی نظام اندیشه‌ی جنگی در کادر رهبری عراق و ایجاد ابهام در نحوه برداشت و درک آنها استفاده نمودند که در به شکست کشاندن ارتش عراق نقش موثری داشت .
      جنگ سوم خلیج فارس به دلیل فقدان اقدام آشکار صدام و حکومت بعث عراق در نقض قوانین بین‎المللی، با بحران مشروعیت روبه رو شد. آمریکا برای اقناع افکار عمومی و تقویت ائتلاف جنگ، موج وسیعی از عملیات روانی برای منفعل ساختن عراق از صحنه‌ی بین الملل و مخدوش نمودن چهره رهبران آن کشور اجرا کرد که موضع گیریهای سیاستمداران و رهبران آمریکایی در قالب جنگ روانی علیه عراق قابل توجه و ارزیابی است.رسانه های وابسته به دولت آمریکا با نظر سنجی، انتشار اطلاعات غلط ونقش مهمی در تقویت عملیات روانی مطابق با اهداف رهبران آن کشور ایفا نمودند. استفاده از فرستنده های رادیویی و پخش اعلامیه بر فراز خاک عراق ، بخش دیگری از عملیات روانی آمریکا محسوب می شود. مقاله حاضر به بررسی این عملیات در جنگ سوم خلیج فارس(2003) و در سه مبحث افکار عمومی آمریکا ، افکار عمومی جهان و افکار عمومی عراق می پردازد .

   Impacting public option is the main weapon of the rules of states in the international relations.
     Both the civilians and the military Personnels are supposed to be the target of psychological operations. Nowadays, the expenditures and activities on these lines are far more complicated than before. The goal of the U.S, in this war, was to gain a prompt and absolute victory in a short time. Accordingly, to achieve this objective, the U.S benefited the martial discipline of the Iraqi leaders and creating ambivalence among them about understanding the situations. Indeed, it had a decisive role in defeating the Iraqi army.
     The war was confronted with a crisis of legitimacy, because there were no indications of overt violation of international laws by Saddam and his Bath Party. Hence, the U.S government had to exercise such psychological operations, to weaken and isolate the Iraqi regime in the international theater.  Furtheremore, they were intended to humiliate the Iraqi leaders.
     Statements made by the U.S politicians are good examples of such actions. The pro-American media also took the U.S part by broadcasting the results of fabricated polls and misleading information.    
Broadcasting programs on radios as well as scattering notices over the Iraqi territories were other instance of this kind of hostility.This paper is going to study the psychological operations mentioned above. It will be presented in three sections:
a-      The public opinion in the U.S
b-     The public opinion in the world
c-      The public opinion in the Iraq
